  1. JOB PURPOSE:

The Head of Human Resources provides strategic and operational leadership of the HR function to support the institution’s mission and goals. They are responsible for overseeing the development and implementation of human capital strategies, policies, and programs that promote a productive, compliant, inclusive, and engaging work environment for academic and administrative staff. The role also plays a key part in institutional planning, workforce development, performance management, and organizational development.

  1. KEY ACCOUNTABILITIES:

Management

Manage the effective achievement of HR Department objectives through the leadership of the HR Department – setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximise performance of the department.

Organisation Structure

Recommend an optimum organisation structure for the HR department so that resources are optimally utilised and communication can take place in an efficient manner.

Human Resources Strategies

Develop effective Human Resource strategies for the organisation by observing and analyzing trends in HR Management worldwide, interpreting the implications for the organisation and incorporating these into the Company’s corporate planning activities.

Human Resources Policies and Procedures

Establish, maintain and gain support from all managers for effective human resources policies and procedures by maintaining effective internal communications, keeping abreast of developments within Oman and internationally, maintaining close contact with key local employers, reviewing current policies against trends and developments, developing and proposing new and revised policies, gaining senior management approval to adopt and implement proposals.

Human Resources Operational Planning

Develop effective Human Resources operational plans for all Majd Group entities by proposing and gaining acceptance of the Human Resources department of the annual corporate plan, proposing related capital, operating and manpower budgets, developing related Human Resources department action plans, managing the implementation and achievement of approved HRD plans and budgets.

Manpower Planning

Create, propose and support the achievement of corporate manpower objectives by adapting manpower planning methodology for GUtech and Majd Group present and future needs, gaining support for its active use, developing manpower plans and standards in accordance with the numbers and skills needed by the operation, while adequately reflecting the organisation’s needs for: Succession Planning, Omanization, Career Planning and Development, Career Pathing.

Compensation and Benefits

Directs and oversees compensation programs covering preparation of job descriptions, evaluation of jobs in accordance with the groups approved evaluation plan and salary administration.  Authorizes the periodic review and assessment of salaries and the conducting and/or participation in local, regional and/or international compensation studies designed to assess Group’s competitive position in the pertinent labour markets.

Recruitment and Selection

Develop, gain acceptance for and implement centralized corporate recruitment policies, procedures and capabilities which result in the employment of high calibre candidates.

Employee Relations

Contribute to the creation of good employee relations by maintaining effective employee relations policies and practices, ensuring that staffs are treated fairly and impartially within the company’s policies, ensuring that company and the employees fulfil their obligations under the terms and conditions of service.

Training and Development

Ensures that training needs are effectively identified, resolved and met by developing targets and standards in cooperation with the departmental managers, monitoring the effectiveness of the training and development programmes, proposing training and development budgets and plans which meets Group operational needs.

Performance and Reward Management

Develop and implement appropriate performance and reward management policies, procedures and practices in order to define interim performance requirements and the process which implements these through training, achieve agreement across Group entities on what constitutes effective performance and how it should be defined, work to achieve effective implementation of agreed performance management approaches, propose and gain acceptance for specific linkages between performance and reward.

Omanization

Direct a National Development programme which encourages and increases the recruitment of Nationals in the workforce by identifying suitable sources of Omanis for recruitment, sourcing recruitment channels for various ability levels, identifying specific positions within the company which are suitable for Omanisation, optimizing the training and development of existing nationals, including the agreement of target jobs and dates.

MIS and Reports

Supervise the preparation of timely and accurate departmental MIS statements and reports to meet GUtech/Majd Group and department requirements, policies and standards.

  1. QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications:

Minimum qualification required is a Master Degree in Human Resources Management or relevant field.

Minimum Experience:

Minimum experience required is 8 – 10 years in the HR industry with at least 2 – 3 years at a senior position.
